- Resource planning is not a new topic for the construction industry, but it is still “Greek” to many engineering practitioners. The reason is that the people who deal with project resources are working mainly on the front lines. They typically lack the training, skill, and information necessary to prepare a resource-allocated programme. Even if they are aware of the whole picture, they often are unable to illustrate it in a programme because of a shortage of guidelines and procedures in the industry.
